The case had raised questions about whether the ban was legal under the state’s human rights law. But the ruling on Friday by Justice Francis Ricigliano of Nassau County Supreme Court turned on a technical issue: The county executive, Bruce Blakeman, had “acted beyond the scope of his authority as the chief executive officer of Nassau County” when he imposed the ban, Justice Ricigliano said. The start of the 20th century saw some push from scientific associations to calibrate India’s time to GMT. That recommendation was rejected by the colonial government, which opted for a unified time that sat squarely in the middle: five and a half hours ahead of GMT. In 2015, North Korea moved out of sync with South Korea by creating “Pyongyang Time,” putting the country eight and a half hours ahead of GMT instead of nine. CNN —More heavy rain is expected to pummel Brazil, as the South American nation grapples with the deadly fallout of last week’s extreme weather, which submerged whole neighborhoods. The heavy rains and floods have killed at least 107 people in Brazil’s Rio Grande do Sul since last week, the state’s civil defense agency said Thursday morning. Officials are urging those who have been rescued from the floods not to return to their homes, warning that more rain is in the forecast. “It is important to highlight that the predicted volumes of rain may cause new disruptions in areas already affected previously,” a statement from INMET read. The record rainfall hitting the region has been linked to El Niño, a natural climate phenomenon that warms waters in the Pacific and tends to bring heavy rainfall to southern Brazil.

Lesley Hazleton, a British-born, secular Jewish psychologist turned journalist and author, whose curiosity about faith and religion led her to write biographies of Muhammad, Mary and Jezebel and examine her own passions in books about agnosticism and automobiles, died on April 29 at her home, a houseboat in Seattle. She was 78. Ms. Hazleton announced her death herself, in an email that she scheduled to be sent to friends after she died. She had been diagnosed with terminal kidney cancer and chose to take her own life, as Washington State’s Death with Dignity Act allowed her to do legally, with the assistance of hospice volunteers. “Yes, this is a goodbye letter,” she wrote, “which is difficult for me, because as many of you know, I’m lousy at saying goodbye.”

CNN —Mexican authorities said Sunday that three bodies found in the state of Baja California earlier this week had been murdered and are “most likely” those of three missing surfers from the US and Australia. “It’s most likely that the three bodies are those of the three surfers, but the family is still going through the identification process,” Andrade said. She added that the three bodies had been determined as having been murdered but had not yet been formally identified. Family members of the surfers arrived in Tijuana on Saturday and would examine the corpses on Sunday afternoon, Andrade said. A local police source told CNN that authorities also found the men’s pickup truck, burned out, about 40 miles (65 kilometers) from where the bodies were found.
